Attendance fee allowance is the allowance payable for compensating for the portion to be covered by a parent upon using a place in a pre-school child care institution.
Right to apply – a family whose place of residence registered in the Population Register of Estonia is the City of Tartu and whose actual place of residence is in the administrative territory of the City of Tartu.
Right to receive – a family whose:
income per family member during the six preceding months is less than 50% of the minimum wage;
The allowance rate is 50% of the attendance fee.
who is a recipient of a subsistence benefit during the month of application
The allowance rate is 100% of the attendance fee.
Family members are deemed to be the following persons who live in the same dwelling and have a shared household:
1) persons who are married or in a relationship similar to marriage;
2) ascendants and descendants related in the first and second degree;
3) other persons who have a shared household.
In order to apply for the allowance for a child who attends a pre-school child care institution, the applicant submits an application to a child protection specialist or a social work specialist of the regional centre of the Department of Social Welfare and Health Care of Tartu City Government of their place of residence at the following times:
from 1 to 20 August;
The allowance is granted for the period from 1 September to 28 (29) February.
from 1 to 20 February.
The allowance is granted for the period from 1 March to 31 August.
Upon submitting an application at a time different from that prescribed due to the deterioration of the material status of the family, the allowance will be granted as from the calendar month following the application.
In an application, the applicant specifies the names, personal identification codes and social status of the persons to be taken into account upon the granting of an allowance.
Documents that are to be appended to the application certify the following:
the identity of the family members (upon application for the allowance for the first time; birth certificate, ID card);
the studies of the family members of over 16 years of age (upon application for the allowance for the first time; in the event of students, a valid student card or a certificate issued by the school);
the net income of the family members during the six preceding months (if income cannot be certified, the applicant will verify it with their signature);
the amount of the maintenance support paid, the receipt of the maintenance support or a claim of maintenance support for the six preceding months;
the banking transactions of the family members conducted in the six preceding months (bank statement).
The allowance is granted by a child protection specialist or a social work specialist on the basis of the submitted documents. The allowance is transferred to the bank account of the child care institution.
