Each individual has the right to be introduced to records available in the population register regarding themself, their minor children, persons under their guardianship and their deceased spouse. It is not possible to order a population register extract about deceased spouse from the e-population register.

Starting from 1 January 2023, it is possible to view and download your information at the e-population register.

There is no need to submit an extract from the population register to a state agency or local government agency as these institutions have access to the population register.

Information on the population register extract:

  • first and surname,
  • gender, date of birth, place of birth, personal identification code, personal identification code of a foreign country (if applicable),
  • citizenship,
  • the existence and validity period of a foreigner’s residence permit or right of residence.

It is possible to add your marital status, former names, place of residence, additional addresses as well as information about spouse, children, parents, guardianship, former places of residence, former spouses, deceased children, and statistical data on the extract.

It is possible to apply for the population register extract:

  • In Estonian or English
  • as a digital or on paper document.

NB! Please make sure that it is possible for you to use the digitally signed document prior to applying for it, as it does not include a handwritten signature or seal of the official.

Submitting an application

An application for receiving an extract from the population register can be submitted

It needs to be marked in the application how the applicant would like to receive the certificate – either digitally signed (encrypted) and sent by email or received on paper at the office (Tiigi 12).

If you apply via email for a certificate on paper that will be collected by a person authorized by you, please attach a digitally signed authorization in the name of the authorized person to the application.

The certificate will be issued immediately. Please take your ID with you.

Receiving the document

The ordered document can be received:

  • in person (please take your ID with you);
  • by email (a digitally signed document).

If the document will be collected by a person authorized by you, a letter of authorization must be submitted in order to receive the document – this authorization must be submitted when ordering the document (e.g. in the e-population register), in the name of the authorized person.

State fee and payment

Starting from 1 January 2023, the state fee for issuing an extract from the population register is 10 euros and this must be paid before submitting an application.

The state fee for a multilingual standard form and the population register extract added to it is 20 euros.

It is possible to pay the state fee at the office (Tiigi 12) using a bank card at the self-service check-out or via online bank.
