A total of 78 ideas were submitted to Tartu’s participatory budget

3. mai 2019 / City residents submitted a total of 78 ideas – on how to use EUR 200,000 from the city’s 2020 budget – to the gathering of ideas for Tartu’s participatory budget, which ended on 30 April.
Many of the proposals touched upon improving opportunities for engaging in outdoor sporting activities. For example, people suggested the creation of athletic fields and playgrounds, the cleaning up of schoolyards and the building of disc golf courses. Many of the ideas were associated with the Emajõgi River, with suggestions including a public sauna, beaver trail, waterside meadow trail, promenade, floating garden and the cleaning up of bathing areas. Proposals were also made regarding other bodies of water in Tartu: a spot for grilling by the Anne Kanal, a fountain in Raadi Lake, as well as the cleaning up of the Supilinn Pond and Rahinge Reservoir. In terms of enriching the city space, proposals were made to add new trees, decorate the concrete walls of Annelinn with art, build a memorial square for Matthew, improve the selling conditions for flower sellers in the city centre, and so on. An artificial lake and viewing platform were suggested for the arboretum. A number of proposals relating to the management of the city were made regarding the cleaning up of roads and streets and the calming of traffic through the use of different means.

The participatory budget process will continue with a discussion by experts, who will assess the feasibility of the ideas in terms of monetary, temporal and technical aspects. The experts’ assessment will be revealed by the end of May, at the latest. The process will continue in June in the form of discussions with the submitters of ideas and experts, who will select the ideas that will be put up for popular vote. The popular vote will be held in October.
The goal of the participatory budget is to improve cooperation between communities, introduce city residents to the principles behind budget preparation and to actually bring something to life.
