New barge workshop complex to be managed by Emajõe Lodjaselts

19. juuni 2020 / The proposed action plan submitted by the Non-profit Organisation Emajõe Lodjaselts, which will begin managing the new barge workshop complex that is set to be completed this summer along the banks of the Emajõgi River, included many activities for families and children.
At the start of the year, the city announced a competition to find a manager for the barge workshop complex being built at Ujula 98. Two candidates – the Non-profit Organisation Ühinenud Emajõe Veeteed, and the Non-profit Organisation Emajõe Lodjaselts – participated in the negotiated tender.
‘Both of the submitted tenders were highly competitive, which made the competition extremely balanced. The points awarded to each concept became the deciding factor, with each member of the Evaluation Committee evaluating the tenders individually, with the arithmetic average of the given points finally being found. We believe that the barge workshop will become a beloved destination, offering a variety of activities for both tourists and local residents’, said Raimond Tamm, Deputy Mayor and Chairman of the Evaluation Committee.
Committee members praised the comprehensive and meaningful concept offered by Emajõe Lodjaselts, in which activities are planned throughout the year, helping the complex to stand out as a separate tourist attraction. A great deal of thought was given to families and children – for example, the construction of Lodja Village and playgrounds for children, and the opening of a Christmas barge and Christmas land. It was also found that different target groups were very well thought out in the proposed concept. It was found that the implementation of the plans of the Emajõgi Lodjaselts could turn the theme park into a kind of happy and cosy community and family centre. The committee also considered Lodjaselts' previous experience in building a historic ship and organizing cruises to be of importance.
In the case of the tender submitted by Ühinenud Emajõe Veeteed, the plan to involve various cooperation partners and, for example, the launching of a river tram and the construction of a floating quay and caravan park were considered positive. At the same time, according to committee members, the action plan did not have as comprehensive an impact as that of its competitors, and it had only limited activities for families and children.
Last week, Ühinenud Veeteed filed a request for review related to the evaluation of tenders, requesting the cancellation of the evaluation results and the declaration of its tender as successful. The city government formed its own views on the request for review and did not consider the request for review to be justified.
The barge workshop complex, which will be completed by the end of July, will be used by the Emajõgi Lodjaselts for 10 years in exchange for rent of EUR 1200 per year. In accordance with the terms and conditions for use, the complex must open to visitors within three months.
A complex consisting of three buildings has been built on the nearly 1.4 hectares of the barge workshop. The main building is intended for the construction of historic water craft, and as a venue for exhibitions and the construction of old wooden ships. In addition, the registered immovable has a lifeguard building with public toilets intended for beachgoers and a shelter for winter storage of ships and boats.
The total cost of construction works is EUR 2.4 million, with nearly 797,000 in financing being provided from ‘Common Peipsi 2,’ the Estonia-Russia Cross-Border Cooperation Programme 2014-2020.
