General information

Each individual has the right to be introduced to records available in the population register regarding themself, their minor children, persons under their guardianship and their deceased spouse or registered partner.

It is possible to view the records regarding the place of residence of oneself and one’s minor children and also request a residence certificatein the e-population register.

There is no need to submit a notice of residence to a state agency or local government agency as these institutions have access to the population register.

Notice of residence can be applied for:

  • current valid residence
  • in Estonian or English
  • as a digital document or a paper copy.

The information on the issued document reflects the data at the moment of issuing.

NB! Please make sure that it is possible for you to use the digitally signed document prior to applying for it, as it does not include a handwritten signature or seal of the official.

Notice of residence of valid residence for citizens of Tartu (local government)

Submission of application

In the application, it must be stated in which way the applicant wishes to receive the certificate, whether:

  • digital statement confirmed by digital signature by e-mail or
  • on paper in the department on site or
  • digital extract from the e-population register (immediately downloadable, confirmed with a digital stamp and a state fee must be paid).

NB! Please make sure in advance that you can also use a digital document, because the printout of such a document in pdf format does not have the official's signature and seal.

If you want to order a paper certificate to be followed by your authorized person when submitting an application by e-mail, add a digitally signed authorization to receive the document in the name of the authorized person to the order.

The certificate will be issued immediately. Please take your ID with you.

The application may be submitted in free form or on a filled application form.

Submitting an application (for non-citizens of Tartu)

Submission of application

In the application, it must be stated in which way the applicant wishes to receive the certificate. 

NB! Please make sure in advance that you can also use a digital document, because the printout of such a document in pdf format does not have the official's signature and seal.

It is possible to submit the form for receiving a notice of residence in person. We kindly ask you to submit a pre-filled application. The certificate will be issued immediately.

State fee and payment

If you apply for a notice of residence from a local government that is not your current residence’s local government, the state fee of 10 euros is to be paid for issuing the notice of residence. The state fee must be paid before the application is submitted.

When requesting a document in the e-population register, the state fee is paid in the e-service with a bank link.

It is possible to pay the state fee at the office (Tiigi 12) using a bank card at the self-service check-out or via online bank.

Documents can be received:

  • in person (please take your ID with you);
  • by email (a digitally signed document)
  • confirmed with a digital stamp in the e-population register

    If the document is picked up by your authorized person, in order to receive the document, an authorization must be submitted, which may have been announced when ordering the document (e.g. in the e-population register), in the name of the authorized person.

List of registered persons

To the owner of a space in Tartu city (free of charge)

The owner of the space can view the list of registered persons at the e-population register.

In order to receive the list of registered persons, a digitally signed application can be submitted to the Tartu City Government via email [email protected] or in person at the department office (Küüni 5).

The application can be submitted in free form and must contain the address of the living space and how the applicant would like to receive the certificate – either digitally signed (encrypted) and sent by email or received on paper at the office.

If you apply via email for a certificate on paper that will be collected by a person authorized by you, please attach a digitally signed authorization in the name of the authorized person to the application.

The information is issued free of charge to the owner of space in Tartu city about a person whose address of residence in the e-population register is the address of the space owned by them.

For the owner of space located outside of Tartu city (state fee)

The owner of space can view the list of registered persons at the e-population register.

In order to receive the list of registered persons, a digitally signed application can be submitted to Tartu City Government via email [email protected] or in person at the department office (Tiigi 12).

The application can be submitted in free form and must contain the address of the living space and how the applicant would like to receive the certificate - either digitally signed (encrypted) and sent by email or received on paper at the office.

If you apply for information about a person whose address of residency is an address of a space owned by you from a local government that is not the local government of the space, the state fee of 10 euros is to be paid for issuing the notice of residence. The state fee must be paid before the application is submitted.
